Older Persons' Housing

One of the largest housing related issues facing local authorities is that of housing for older residents. Based upon a considerable body of evidence that we have collected through our household surveys, engaging with a range of service providers and local residents across the UK, we are acutely aware of some of the main problems:

  • Adaptations are proving expensive, difficult to fund and slow to materialise;
  • Some sheltered housing is considered obsolete;
  • Residential care is seen as an undesirable option by many;
  • Floating support is partial and subject to budget constraints.

Yet with an ageing population at a national level, it seems likely that, for many authorities, such problems are likely to increase. A further issue is as to whether older people are able to afford to comfortably maintain private residences.

The policy challenge is to prolong the independent living of older people and add quality to the life of older people who may be considered frail.
