Evidence base, policy and implementation

In order to effect change and appropriately focus policy at a local and sub-regional level, fieldwork and analysis need to be carried out at the most local level to produce a sound evidence base. Rural affordable housing studies can be commissioned in their own right, or form an integral part of either HNAs or SHMAs. On discussion with clients, we can provide information at parish level, but also grouped into DEFRA's urban / rural classifications.

Options to consider:
  • Fieldwork - Census (100%) or appropriate sample of households in each parish
  • Parish Councillor involvement - workshops to explain the work, encourage responses to surveys as a local point of contact, contribution to parish specific summaries
  • Focus groups to get to grips with the experiences, opinions and aspirations, for example, of those at either end of the age spectrum
  • Separate or integrated reporting
Reporting focus:
  • Background information e.g. accommodation, household and tenure types; overcrowding and under-occupation; support needs; ethnicity; household mobility
  • Entry level market costs for small sub-areas using Land Registry and estate agent prices, compared to affordable housing costs for the same areas
  • Household financial capacity (income + savings + equity) and affordability by parish
  • Housing need and what a useful affordable housing split (social rent v. intermediate products) might be
  • Access to facilities
  • Local connection
